BUREAUCRATIC REFORM EFFORTS THROUGH THE UPDATING OF JOB ANALYSIS AND WORKLOAD ANALYSIS: A CASE STUDY OF DISKOMINFOTIK REGIONAL SECRETARIAT OF JENEPONTO

Abstract
Job analysis and workload analysis of government agencies need to be prepared in accordance with applicable guidelines as mandated. In addition to the bureaucratic demands to make adjustments, the discrepancies that occur between the position analysis document and the workload analysis document can trigger overlapping work and lead to a less than optimal calculation of employee needs. This study aims to support bureaucratic reform efforts towards adjusting position analysis documents and workload analysis at the Jeneponto Regency Diskominfotik Secretariat with applicable guidelines to optimize HR planning. The method used in this research is a qualitative approach by going through the stages of data collection, data reduction, data presentation and data verification. Data were obtained through interviews, observations, questionnaires and document reviews. The results of this study are in the form of six position information documents for the positions of Secretary, Head of General and Personnel Subdivision, Head of Planning and Finance Subdivision, Policy Technical Reviewer and Operational Service Manager that are in accordance with the guidelines. Based on the results of the position analysis, it is found that Diskominfotik Jeneponto still does not have a position code for each position. The results of the workload analysis obtained there are still vacant positions so that this document is expected to be a reference material in carrying out tasks in accordance with the job functions of each position and as a recommendation material for calculating the number of employee needs in the future.
